投标人被要求对以上全部2个包件进行投标，否则投标会被拒绝。
二、资格要求：
投标方有任何以下行为将会被拒绝参与投标：
1、近3年内，投标方曾经受到过政府部门或其他组织结构就有关社会、劳动、道德、健康、安全及环境违规行为进行警告、处罚或批评的，或者发生过大规模罢工或严重的劳务纠纷、严重的火灾或安全事故、严重的工伤事故，或者严重的环境事故包括化学泄露，废物处理等问题。
2、在过去5年内，投标方或其高级职员、总监、雇员、代理人、承包人或代表有向任何级别政府或国家机构、国有企业或国际组织的任何高级职员或工作人员、或者有官方授权或代表以上机构行事的人，又或者政治机构的候选人、政党或政党官员直接或间接地提供、承诺支付或授权支付任何钱财、礼物或其他有价形式以期影响任何行为、决定或获取商业优势使自己或任何其他人获得商业交易的行为。
制造商的资格条件：
1、具有独立法人资格与相应的许可经营范围；
2、具有至少7年同行业相关从业经验；
3、在中国有永久的生产与售后服务、以及维修保养机构，并具有完善的售后服务记录；
代理商的资格条件：
本项目不接受代理商投标。
注：不接受联合体和无法人资格的合营公司进行投标。
三、招标文件将由上海国际招标有限公司发售。
1、发售时间：2014年12月2日至2014年12月8日（节假日除外）
2、发售地点：上海市延安西路358号美丽园大厦14楼
报名材料：营业执照副本复印件及资格条件中规定的相关资格证明文件复印件，上述文件加盖公章，原件备查。
3、招标文件统一发放时间：2014年12月9日9:00－15:00
注：潜在投标人在领取招标文件前必须签署招标方提供的保密协议和员工权益声明并加盖公章。拒绝签署该保密协议和员工权益声明的潜在投标人视为自动放弃投标资格，招标代理机构有权拒绝向其发售招标文件。
四、招标文件售价：人民币3000元/本（售后不予退款）
五、投标截止时间：2015年1月7日上午10:00（北京时间）

Shanghai International Tendering Co., Ltd is authorized by Shanghai International Theme Park Company Limited to conduct the domestic public tendering of Manufacture and Supply of M2A-M & M2B-M Marquee at Shanghai Disneyland Project.

This Tender contains 2 Parts as follows:
Part 1: M2A-M
Part 2: M2B-M
The Tenderers are required to submit & bid for both Parts, otherwise their bid will be rejected.
2 Performance and Qualification Requirements：
Tenderer will be refused if they have any of the following behavior:
1) In the past 3 years, Tenderer has received any warning, punishment, notice of criticism from government or other organizations for social, labor, ethical, health, safety and environment violations, or encountered workers’ strike or serious labor dispute, encountered serious fire/safety accident, encountered serious work place injury, encountered serious environmental accidents, (e.g. chemical leakage, waste disposal issue) will be disqualified.
2) In the past 5 years, Tenderer or any of its officers, directors, employees, agents, contractors, delegates or representatives have been found guilty, offering, or promising to pay, or authorizing the payment in each case directly or indirectly, of any money, gift, or anything else of value to any officer or employee of a government at any level or any state agency, state-owned agency or enterprise, or public international organization, or any person acting in an official capacity for or on behalf of any of them, or a candidate for political office, or a political party or party official, for the purpose of influencing any act or decision, either for any business advantage, to obtain or retain business, or to direct business to any person will be disqualified.
Qualification Requirements of Manufacturer：
1) Must be legal entity with relevant licensed business scope;
2) Have a minimum of 7 years’ relevant experience in this industry;
3) Have permanent production and after-sales service and maintenance facility in China with completed after-sales records;
Qualification Requirements of Agent：
Supply through Agent is not allowed.
Consortia bidding: Unincorporated Joint Ventures/Consortia may not bid.
3 Registration time and location:
1) Selling time：between 2014-12-2 and 2014-12-8 (Saturday, Sunday and holidays excepted)
2) Registration location：F14, Mei Li Yuan Mansion 358 Yan An Road , Shanghai.
Required registration documentation: copies of business license and relevant qualification documents as identified in qualification conditions. These materials must be stamped with official seal; original copies should also be presented for checking as required by Tender Agent.
3) Issue time: 2014-12-9 9:00am-3:00pm
Remarks: The Tenderer must sign and chop Tenderee’s Non-disclosure (confidentiality) Agreement and Workers’ Rights Declaration and those who decline to sign the said Agreement and Workers’ Rights Declaration will be deemed as giving up the bidding qualification and Tender Agent therefore is entitled to not issue the Tender Documents.
